Superior-Lane Joint Venture Begins Construction on Tampa’s Westshore Interchange

Construction has begun on the $643 million Westshore Interchange, marking the start of the Florida Department of Transportation’s (FDOT) largest infrastructure initiative in the Tampa region.

The Superior-Lane Joint Venture (SLJV), comprised of contractors Superior Construction and The Lane Construction Corporation, the U.S. subsidiary of Webuild Group, is leading the transformation of one of the Tampa region’s most notorious traffic bottlenecks. For years, drivers have experienced persistent congestion where Interstate 275, Veterans Expressway and State Road 60 converge near Tampa International Airport. Once complete, the improvements are expected to serve an estimated 400,000 vehicles daily, reducing congestion, enhancing safety and improving travel reliability.

“For decades, this interchange has been a daily frustration for drivers moving through Tampa Bay,” said Ryan Hamrick, project director for SLJV. “This project is about delivering infrastructure that better supports how people travel to work, to the airport and across the region every day.”

FDOT’s decision to use a phased design-build delivery method enabled extensive collaboration that identified significant cost savings and operational improvements before construction began. The SLJV evaluated nearly 90 innovative solutions with FDOT, resulting in a project that maximizes taxpayer value while meeting community needs.

Planned improvements include new elevated ramps for easier airport access, wider roadways on State Road 60, express lane connections and upgraded infrastructure for cyclists and pedestrians. The project will also connect areas north and south of the interstate through new underpasses and bridges.

The project is expected to be completed by December 2029.
